Why I Conducted the Analysis, Created the Plan and Exposed the Detailed Documents

The Book, The Government’s Plan for Containing the Alien Contagion, And How We Will Justify Killing Billions of Humans, is the result of a strategic planning process applied to the plausible problem of massive overpopulation due to AI uptake, and the unsustainable financial strain and political unrest it would cause. Every scenario explored in the book is grounded in a simple, uncomfortable premise: governments behave in a crisis the way they have always behaved in a crisis. I use nine categories of analysis that are not imaginations, they are extrapolations — built directly from what the United States government has documented, enacted, classified, or later apologized for.

Brookings Writes, “Job losses are starting to accelerate due to AI, robotics, and automation. Anthropic CEO Dario Amodei warns that AI could cut half of all entry-level white-collar jobs in the coming years. A McKinsey report finds that “current gen AI and other technologies have the potential to automate work activities that absorb up to 70 percent of employees’ time today.” A Wall Street Journal article also cites leading CEOs who claim “AI will wipe out jobs.” OpenAI CEO Sam Altman has ominously written that the “2030s are likely going to be wildly different from any time that has come before.”

Certainly the Government is Engaged in Contingency Planning for AI-Induced Unemployment/Overpopulation

We know that the Government is planning, but it is important for you to know that this book does not contain the actual Government plan. The plan is one rendition of what a plan might look like if the goal was to eliminate billions of people in a morally justifiable way. The documents included in the book are not actual government documents, but are the products of analysis and research presented in a facsimile of what they might actually look like. The work is my work only, without any whistleblower help or inside knowledge whatsoever. I used powerful research tools and a strategic planning system derived from the U.S. Military’s Multi-Criteria Decision Making Process (MCDMP), on which I was originally trained in 1993. In the decades since, I modified the tool for application in the corporate world, where I used it in intense problem-solving sessions with customers and for my own projects. I even used it as the framework for my 2018 book, The Art of War Organized for Decision Making.

I started the project as a personal interest in how the Christian population would be oppressed during a future emergency declaration. However, as I went, the natural government application of the plan took the impact far beyond Christians to every citizen of the country – and world. I was forced to think deeper about the things that still bothered me about the COVID experience and unsettling trends I saw unfolding in society.

The COVID Experiment

I went through Covid with my eyes open. I watched the careful messaging, the overwhelming control, the cold, logical decisions that damaged families and killed people. I watched churches closed, travel restricted, medical options eliminated and families forced to watch loved ones die on the other side of plexiglass. I walked away from the COVID period with belief that governments relished control. I watched, like everyone else, as COVID waned and as governments and the news amplified new health threats as potential pandemics that should “keep us masked, separated and vaccinated.” Though none of those stuck, I was attuned to the government’s desire to return to population control.

When UFOs Became Real

Then, in 2022, while California was still masked up, something happened that didn’t make sense; the government started demanding answers about UFOs. On 17 May 2022, members of the United States House Intelligence Subcommittee on Counterterrorism, Counterintelligence and Counterproliferation held congressional hearings with top military officials to discuss military reports of unexplained aerial phenomena (UAPs). It was the first public congressional hearing into UFO sightings in the US in over 50 years.

Then, in 2023, David Grusch, a former representative of the NRO to the Unidentified Aerial Phenomena Task Force comes forth as a whistle blower and ends up before congress claiming that the US has a UAP crash retrieval and reverse-engineering program.

I felt a shift in the UFO messaging of our country. All of a sudden official sources are telling us UFOs could be real.

Then credible UFO experts and information seemed to be everywhere. In early 2025, Jake Barber, another whistleblower and claimed eyewitness to the UAP crashes, talks to Newsnation. And finally, the unbelievable happens. In 2026, the US Government begins making the UFO archives open to the public.

As a result of the new information, UFOs become real in the mind of the public. A June 2026 CBS Poll shows that 63% of people believe there is intelligent life on other planets. 53% believe reports of UFOs might sometimes be the result of alien spacecrafts visiting Earth.

Today, no one would be surprised if an alien ship landed in your local park.

An Alien Encounter Will Concern the Whole World

The UFO information sea shift was of interest from the beginning because visitors from outer space have ability to be a worldwide threat in a way novel to the public. Not another deadly virus the world will question, but a totally new threat to contend with. That threat means governments can enact emergency measures and put populations under extreme control.

But, I had yet another major discomfort that followed me from COVID that didn’t make sense. Event 201. The government’s COVID response was planned only three months before an emergency was proclaimed. In October 2019, global leaders practiced a novel coronavirus pandemic complete with media control, economic shutdowns, and rushed medical countermeasures, months before COVID‑19 emerged. To be clear, the existence of a contingency plan is not a conspiracy, it’s good governance. However, the precise contingency plan for an unprecedented worldwide emergency developed only three months before it was enacted is, in my opinion, not a coincidence.

The growing movements of alien credibility and AI uptake moved me to wonder what the government contingency was for the problem of pending massive overpopulation. The book grew from that seed and in to an entire framework and guidance including the executive orders, the Alien Biosecurity Act, the Department of Alien Controls charter, ethical handbooks, control officer manuals and the GeneShield tracking app. The documents guide the new Department of Alien Controls through every facet of operation, including quarantining, messaging, experimental treatments and ultimately extermination.

The Criteria for the Depopulation Plan

It’s important to note that AI driven overpopulation is a real concern, even if the unproductive population only reaches 20-30%. If the government does not have a contingency plan for this problem, they are negligent. So far, the big brains in government and Silicon Valley are proposing insignificant, short-term fixes that fail to face the magnitude of the challenge. This book faces the problem head on and in a way consistent with the government’s past behaviors and in line with what they have prepared us for.

I did not include the planning criteria in the book, because in the book I came into the narrative after the wheels were already turning. However, we can look through the problem and realize that several criteria drove the course of action selection. To be clear, in a detailed planning process, you define what your process and end-state looks like in the form of criteria. As you brainstorm different courses of action (plans) you can evaluate each of the COAs by the criteria to see how it matches your goals. No plan is perfect. These evaluation criteria are in the order of importance.

  1. Morally Justified. The killing of billions of people must be credibly messaged as morally justified to the governed population. A more credible message is better.
  2. Mass Killing. The system must be capable of killing at least one-hundred million people (selection criteria). More is better.
  3. Selective. The system should allow for selection of people/people groups to kill. More selective is better.
  4. Speed. The system must be able to kill and dispose of people in a timely manner. Faster is better.
  5. Safety. The system must be able to dispose of bodies without creating health issues for the surviving population. Lower risk is better.
  6. Executioner Protective. The system should protect the mental health of those executing the plan. More is better.
  7. Cost. The system should be financially responsible. Lower cost is better.

This is a worldwide problem, but the criteria are chosen to create a course of action designed for the American political system and society. Other societies would have different criteria for their intended outcome.

Here’s the ultimate problem that needs to be solved. How does a government manage an excess of human beings—billions of men, women, and children who will soon be economically unnecessary yet still politically volatile? If left to follow its natural course, AI uptake produces massive unemployment, permanent dependency, and unrest on a scale no government can effectively manage. How do you preserve stability, control costs, and maintain power in a world where your systems no longer need most of the people they govern? The answer this book documents is as chilling as it is coherent: you redefine unwanted lives as an alien-induced biological risk and a genetic threat, and then you build the legal, technological, and moral machinery to eliminate them “for the survival of humanity.”
